Romney flip-flops on the effect of carbon pollution

When Mitt Romney was Governor in Massachusetts and attempting to be a moderate Republican Governor he wrote a Climate Protection Plan where he acknowledged that CO2 caused pollution. The report from Romney's Department of Environmental Protection said:

“While CO2 itself is non-toxic, its warming effects cause hotter weather with more frequent and severe heat waves, posing multiple health risks that include a rise in heat-related illness, more frequent periods of harmful outdoor air quality, and the spread of certain diseases.
In the same report he advocated for Regulating carbon pollution because:
...many of the policies will not be easy to implement, the benefits will be long-lasting and enormous – benefits to our health, our economy, our quality of life, our very landscape.”
In typical Mitt Romney fashion in New Hampshire today Romney tries to argue that carbon pollution is creating pollution anymore:
I don’t think carbon is a pollutant in the sense of harming our bodies
In all seriousness, this is a typical Romney flip-flop. Say one thing while you're Governor of Massachusetts, say something completely different when you're running for the Republican nomination for President. Let's not pretend Mitt Romney isn't flip-flopping, again.
